Zone History

The Marin County Flood Control and Water Conservation District was formed in 1955 by an Act of the State Legislature. The Marin County Board of Supervisors sits as Board of the District and the District is staffed by the Department of Public Works. The boundaries of the District are contiguous with those of the County of Marin. Flood Zone 4 was created in May of 1957 to alleviate chronic flooding in what was the BelAire subdivision and adjacent undeveloped lands. Flood Zone 4 is located on the Tiburon Peninsula encompassing portions of the City of Tiburon as well as part of the unincorporated area of Bel Aire.

In December, 2001, the boundaries of the zone were amended to establish Flood Subzone 4A. The purpose of this amendment was to create a special tax for the residents of Strawberry Circle to establish a revenue source for the maintenance of the Strawberry Circle pump station.

Presently, the Zone is maintaining existing facilities including three pump stations and also does an annual cleaning of drainage ways utilizing the services of the Marin Conservation Corps. Two projects are in the planning phase: a flood barrier along West Creek and a permanent generator backup for the Strawberry Circle pump station.
