American adults in the 21st Century are experiencing the
same difficulty reading a newspaper or magazine as they did a decade ago. The
National Assessment of Adult Literacy (NAAL) recently reported many adults continue
to be challenged reading sentences and understanding documents such as job applications.
Five per cent of U.S. adults were termed "nonliterate" in English, meaning
interviewers could not communicate with them or that they were unable to answer
a minimum number of questions.
In Marin, data from the 1992 National Adult Literacy Survey (NALS) indicate that
13% of the adult population of the county function at Level 1, the lowest of the
five literacy levels tested. This is 10-15% of the adult population in Marin County.
County-specific data from the 2003 NAAL is not yet available.
