The Public Assistance Branch of the Division is responsible for the administration of eligibility determinations for the major public assistance programs in Marin County. Division staff provide eligibility determinations and related services for the following programs: (Temporary Assistance to Needy Families/California Work Opportunity and Responsibility to Kids, Medi-Cal, County Medical Services Program, Food Stamps, and General Assistance/Cash Aid.)
Temporary Assistance to Needy Families/California Work Opportunity and Responsibility to Kids (CalWORKs)
CalWORKs is a cash program which aids families with children who are deprived of parental support because of parental unemployment, absence or incapacity.
California Work Opportunity and Responsibility to Kids (CalWORKs)
CalWORKs is administered by the Marin County Department of Health and Human

If you would like to apply for California Work Opportunity and Responsibility to Kids (CalWORKs) you must do so in person. This program provides eligible applicants with cash assistance, a medical card and possibly food stamps. To expedite your application you may wish to bring with you the following items of verification if applicable:
A picture identification card, social security card, birth certificate, rent and utility receipts, vehicle registration. Also bring income and property verification such as checking and savings account statements.
Medi-Cal
The Medi-Cal program provides medical care for the aged, disabled,
those under 21 years of age and the parents of children deprived of parental
support due to absence, incapacity or unemployment. The Medi-Cal program is
administered by the Marin County Department of Health and Human Services, Division

If you would like to apply for the Medi-Cal Program you may do so in person, by mail or by telephone.

services at participating pharmacies, hospitals, and doctor's offices. To expedite your application

County Medical Services Program (CMSP)
The County Medical Services Program is a unique county/state
partnership formed to provide medical and dental care to individuals age 21-64,
residing in California's 34 rural counties. To be eligible for CMSP, an individual
cannot be eligible for Medi-Cal.
The County Medical Services Program is administered by the
Marin County Department of Health and Human Services, Division of Social Services.
If you would like to apply for the County Medical Service Program (CMSP) you
may do so in person, by mail, or by telephone. This program provides eligible
applicants with a medical card that may be used for services at participating
pharmacies, hospitals, and doctors' offices. To expedite your application you

Food Stamps
The Food Stamps Program is administered by the Marin County
Department of Health and Human Services, Division of Social Services. (Si quisiera

food stamps you must do so in person. This program provides eligible applicants
with food coupons that may be used in participating grocery stores to supplement

registration. Also bring income and property verification such as checking and
savings account statements.

Non-assistance Food Stamps
Non-assistance Food Stamps (NAFS) is a program providing food stamps to individuals and families who do not receive cash assistance from the CalWORKs or SSI/SSP programs.
General Assistance Cash Aid
General Assistance is administered by the Marin County Department of Health and Human Services, Division of Employment and Training.
To apply for General Assistance which, if you are found eligible,
provides cash aid to assist you until you are able to attain self-sufficiency,
you must apply in person, Monday through Friday, 8:00 am to 12:00 noon, and
1:00 pm to 4:30 pm. Your eligibility will be based on a number of factors, such
as your income, property, assets and ability to be employed. The office is located
at 120 North Redwood Drive in San Rafael.
Special Investigations Unit
This investigative branch of Health and Human Services is responsible for maintaining the integrity of public assistance programs. Welfare fraud investigators are charged with deterring, detecting and prosecuting fraud. This ensures that our programs are available for those in need of assistance. Referrals are received from the community, automated detection systems, eligibility staff and other agencies, hotlines, etc. All referrals are investigated, and the caller may remain anonymous. We have a bilingual speaking investigator available for Spanish referrals and assisting in translations.
SIU also contains the Collections Unit, which is responsible for billing and collecting overpayments due to administrative errors, client caused errors, and intentional program violations. We participate in the Tax Intercept Program which enables our department to collect money from clients that are not paying by intercepting their tax returns.
