This guide provides information on the direct client services Marin County, Department of Health and Human Services provides. Some resources are for all residents, such as the Marin Employment Connection, while others are primarily available to low income residents such as health insurance and supplemental nutrition programs. Other services are available for certain target populations, such as children, older adults, or people with disabilities. In addition to the services in this guide, there are many services provided in the community by local non-profit organizations, community-based organizations, and other government agencies.

If you or someone you know is having trouble locating a service or needs help, you can call toll free the 211 information and referral line, 24 hours a day.

Additionally, the Department coordinates and administers a variety of state, federal, and local programs and initiatives and works collaboratively with communities through networks, coalitions, and organizations. Our mission is to promote and protect the health, well-being, self-sufficiency, and safety of all people in Marin County.

Alcohol, Other Drug and Tobacco Programs:

Alcohol and Other Drug Treatment Programs (AOD)

The Division of Alcohol, Drug and Tobacco Programs (ADTP) serves as an administrative office that contracts the majority of its federal, state and local funds to community-based, non-profit organizations. ADTP is responsible for ensuring Contractor's compliance in accordance with applicable federal, state and local laws, statutes, rules, regulations, guidelines and ordinances. Both informal and formal monitoring of contract objectives and use of funds are performed as well as technical assistance in program planning and implementation.

Treatment programs in Marin offer services ranging from Driving Under the Influence (DUI) programs, screening and assessment, detoxification, individual/family counseling, adolescent services, outpatient, intensive outpatient, residential (short/long term), perinatal services, medication assisted therapies, and narcotic replacement therapies. These services are delivered through social, medical, detoxification, and therapeutic community settings and provide Marin County with one of the most comprehensive treatment networks per capita in the State of California.

Therapeutic Court Program

Adult Drug Court is an intensive court-supervised program, which offers highly structured outpatient treatment alternatives to certain non-violent offenders. This voluntary program is offered to defendants after they plead guilty in court.

Participation in Adult Drug Court requires defendants to make regular court appearances before a judicial officer, who works with a team comprised of attorneys and drug treatment professionals. This court program is designed to give offenders an opportunity to take responsibility for their actions and change their lives.

Tobacco Cessation Programs

Administrative office provides technical assistance to and contracts with community based organizations for tobacco prevention and cession services. These services are designed to impact countywide smoking prevalence by decreasing illegal tobacco sales to minors. Steps include conducting countywide undercover decoy operations, providing merchant education, issuing citations to violating retailers and convening a countywide Tobacco Access Enforcement Task Force. Furthermore, additional measures include increasing countywide smoking cessation services, with a special emphasis on underserved populations, and increasing the capacity of the health, behavioral health and social service agencies to identify, intervene and/or refer tobacco users in Marin County.

Note: Classes are held on an ongoing basis and low cost nicotine patches are available for registered/qualified participants. Groups meet for six sessions, and participants are taught how to create effective individualized quit plans by examining their nicotine use, identifying triggers for smoking, and developing strategies to change behavior.

Children's Health Initiative

The goal of the Marin Children's Health Initiative is to improve health access for all of Marin's low income children and youth by finding the uninsured, enrolling them, linking them to services, increasing retention, and providing funding to insure those not eligible for publicly funded health insurance.

The CCS program provides diagnostic and treatment services, medical case management, and physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions.

If your child has a catastrophic or serious medical condition, the California Children Services (CCS) program may be able to provide financial assistance for diagnostic evaluation and treatment up to age 21. Physical and occupational therapy services also are available. Applicants must meet medical, financial, and residential eligibility requirements.

Marin Family Connections

Marin Family Connections is a resource for families and providers who are concerned about a child’s health, development, behavior, and/or learning.

We connect to community resources and provide care coordination by a Public Health Nurse.

Child Health and Disability Prevention (CHDP)

The Child Health and Disability Prevention (CHDP) program provides complete health assessments for the early detection and prevention of disease and disabilities in children and youth. Health Care Program for Children in Foster Care (HCPCFC) is funded through CHDP and provides comprehensive health care, and documentation for youth placed in foster care system.

Childhood Lead Poisoning Prevention

Promotes testing of children aged 6 months to 6 years for lead in their blood which can decrease IQ and cause severe health problems; provides case management of children with high blood lead levels and more.

HHS Clinics (Sexually Transmitted Disease Clinic)

As the medical component of the STD Prevention and Control Program, the clinic providesservicesclients, including: testing for STD's, diagnosis, treatment, examination, counseling/case management, partner follow-up, and certain family planning services.

This is a drop-in clinic with no appointments. Drop-in clinic services are offered on a first-come, first-served basis with a limited number of spaces each day. We encourage you to arrive before the start of the clinic and cannot guarantee that everyone will be seen that day. Please call 473-4400 for current cash pay prices on STD services and testing.

Testing includes: Chlamydia, Gonorrhea, Syphilis, HIV, and cultures of any present sores or lesions. Services are free for ages 12-17.

As the clinical component of the Tuberculosis Prevention and Control Program, services include tuberculosis diagnosis, treatment of suspect and active cases, and preventive treatment. Directly observed therapy is provided at the clinic site and elsewhere in Marin. Processing of Class B new Immigrants is completed. TB clearance for shelters, work, treatment programs, school, and immigration is also processed.

Public Health Lab

The Public Health Laboratory provides testing for clients of all county HHS programs, detention facilities, general public, and private medical doctors. It is a reference lab for the local hospitals. Analyses include testing for rabies, communicable disease outbreaks, and screening of agents of bioterrorism.

The laboratory coordinates with Environmental Health Services for environmental testing and foodborne outbreaks. The scope of laboratory services includes tick identification and detection of the agent of lyme's disease, bacteriology, mycobacteriology, mycology, parasitology, virology, serology, water, food microbiology, urinalysis, darkfield microscopy, pregnancy tests, and sexually transmitted diseases.

State of the art molecular technology, PCR, Real time Polymerase Chain Reaction is used to detect flu virus, norovirus, herpes virus, and other respiratory viruses. Chlamydia and Gonorrhea are analyzed by nucleic acid molecular amplification.

Mental Health Services:

Helping Older People Excel (HOPE) and Senior Peer Counseling

Provides comprehensive assessment, counseling, and consultation to people over the age of 60 and who are suffering from mental illness. The HOPE Program team uses a multi-disciplinary approach and is comprised of mental health practitioners, nurse practitioners, a public guardian and a psychiatrist. An extensive assessment process is conducted in order to determine eligibility. Once eligibility is met, services will focus on promoting mental health, housing issues, medication and physical health conditions.

Senior Peer Counseling is also for people over the age of 60 but the focus is on supporting those who would benefit from a little extra support in their lives. Support is provided by trained volunteers who receive weekly supervision from a licensed MFT and/or Registered Nurse. Decreasing isolation, issues of aging, grief, and depression are common issues addressed in Senior Peer Counseling.

Odyssey Team (Homeless Outreach)

Provides a comprehensive, integrated continuum of services to individuals who are seriously and persistently mentally ill and who are homeless. All services are guided by the principles of recovery and consumer empowerment. Services include outreach, case management, psychiatric and medical treatment, employment support services and supportive housing services. The goal of the program is to help enrollees achieve their highest level of wellness and independence within the community.

Psychiatric Emergency Services (PES)

Psychiatric Emergency Services (PES) is open to all Marin County residents and visitors who are experiencing a mental health crisis, such as suicidal depression or psychotic behavior, that requires immediate attention. PES clients receive psychiatric evaluations and treatments appropriate for their condition. Sometimes this includes referring clients to local inpatient hospitals for more intensive care. PES is open 24 hours a day, 7 days a week.

Support and Treatment After Release (STAR)

STAR Team provides an innovative local collaboration between Community Mental Health, the Sheriff's Department, other law enforcement and community agencies. Serves mental health consumers that have been arrested, usually for minor crimes, often the result of behaviors related to the symptoms of their illnesses. The program serves up to 40 consumers with a community based interdisciplinary team made up of mental health professionals, probation officers, medical staff, family partners, peer providers and mental health liaison officers from local law enforcement agencies.

Adult Medication Clinics

Clients' need for psychiatric medications and the lack of willing providers in the private sector has created a remarkable growth in the CMHS Adult Medication Clinic over the last few years. Under direction of the CMHS Medical Director, the equivalent of four full time Psychiatrists and 5.5 full time Nurse Practitioners provide assessments, prescriptions, and on-going medication support to over 1,000 individuals.

Marin Mental Health Plan

The Marin Mental Health Plan (MMHP) is responsible for authorizing all mental health services to Medi-Cal beneficiaries from Marin County. Part of a statewide plan, each county in California began authorizing hospital inpatient services in 1995 and outpatient mental health services in 1998. A network of individual and agency providers contract with the county to provide these services. The goal of the MMHP is to assure access to necessary and effective mental health services for all Medi-Cal beneficiaries in Marin County.

West Marin Multi-Services Center

Provides evaluation and referral, crisis intervention, medication management, dual diagnosis (mental illness and substance abuse) treatment, and individual and group therapy. A contract with Catholic Charities provides counseling for mono-lingual Spanish speaking clients.

Youth and Family Services

Provides mental health services that range from outpatient clinical evaluation and therapy, case management, psychiatric evaluation to school-based clinical services, including Day Treatment for children and their families. The equivalent of one and half full time Psychiatrists provide medication services. Emergency services are provided by the Psychiatric Emergency Services. Services are provided for two targeted populations: Special Education students referred by their IEP Team at their school, and children with Medi-Cal.

Adoption Services provides assistance to children and families in the child adoption process, at both the pre-adoption and post-adoption stages. The primary focus of Adoptions Services is finding permanent homes for those children who have been declared dependents of the juvenile court.

Children and Family Services (Protective Services)

Children and Family Services (CFS) Emergency Response is available 24 hours a day, 7 days a week, 365 days a year to receive and assess allegations of child abuse, neglect or exploitation. Each report is assessed to determine the level of response/information required to protect the child/children. Children and Family Services will respond to all reports that rise to the standard of investigation immediately, or within ten calendar days as assessed.If an in-person response is not required the report will be documented in our computer system.

Any incident of alleged or suspected child abuse, or a reasonable suspicion of abuse, which comes to your attention, should immediately be reported. All reports should be made as soon as possible by telephone to (415) 473-7153 and you may download Suspected Child Abuse Report Form.

Foster Care

Children enter foster care because their biological families are presently unable to take care of them. Foster families provide loving and stable homes until the children can be reunited with their own parents or move on to an alternative permanent home. Adults of all ages and ethnic backgrounds and families of all compositions are needed. You may be single, part of a couple (married or not), male or female, a renter or homeowner.

Anyone interested in learning more about becoming a foster or fost-adopt parent is invited to an information meeting. Co-facilitated by a social worker and a foster and/or fost-adopt parent, information regarding the children and their needs as well as an account of what it is really like to be a foster or fost-adopt parent will be presented.

Emergency Services:

Adult Protective Services Reporting

Anyone aged 18 to 64 who, because of their mental or physical disability is unable to effectively protect themselves against abuse or neglect, or anyone age of 65 or older, who is suspected of being abused or neglected, is eligible for APS without regard to income. If you suspect that an elderly or dependent adult is being abused or neglected, call Marin County Adult Protective Services, 24 hours/day, at 473-2774. All calls are handled confidentially. If a request for APS is considered inappropriate, or if the victim refuses services, the intake social worker can provide consultation, information and referral to the caller. When necessary, APS will keep confidential the name of the person who reported the suspicions.

Women, Infants, and Children (WIC)

A preventive health program for pregnant, breast feeding and postpartum women as well as infants and children (age 5 or under). Medical Marijuana Identification Cards

The Medical Marijuana ID Program, provided by the Marin County Department of Health and Human Services, Office of Vital Statistics, offers seriously ill Marin County residents an efficient and confidential method to verify to law enforcement representatives that they qualify for the use of medical marijuana.

This program is consistent with the intent of Proposition 215 (California Health and Safety Code-Section 11362.5). This service is available to both patients and their primary caregiver. The current fee for the State of California Medical Marijuana Photo ID Card is $113 (Medi-Cal patients receive a 50% reduction in this fee). The following information outlines the policies and procedures that will be used to issue cards.

Older Adults and People with Disabilities: Services

In-Home Support Services (IHSS)

IHSS pays for some domestic and personal care services for elderly and disabled adults so that they can remain safely in their own homes. The IHSS provider is chosen by the client, and works in the client's home to do those tasks the client cannot do for themselves. IHSS requires a determination of financial eligibility, and the IHSS social worker will assess the client in his/her own home, to determine the hours per month of care needed. IHSS applicants who have income in excess of the SSI benefit levels, may have a share-of-cost each month. IHSS may include housework, shopping, laundry, medical transportation, meal preparation, and assisting with personal needs such as bathing, dressing, and transfers.

Information and Referral (I&R) Service social workers answer calls from the public regarding the full range of social services and related resources available to Marin county residents. I&R social workers assist callers in clarifying their needs and desires, and provide factual information about appropriate resources, which might be a County agency or a non-profit service provider. Long Term Care Ombudsman

The Long-Term Care Ombudsman Program responds to complaints made by, or on the behalf of individuals residing in residential care or skilled nursing facilities. The Ombudsman monitors resident/patient care, investigates allegations of abuse or neglect, monitors regulatory compliance, and provides information to individuals and families regarding placement matters. Public Guardian

The Public Guardian conducts official investigations into conservatorship matters, and serves as the legally appointed guardian for persons, who have been determined by the Courts to be incapable of caring for themselves. These are generally older, frail and vulnerable adults who are at risk or have been a victim of abuse or neglect.

Application Process A referral packet for an LPS conservatorship must be submitted by an evaluating facility that is approved by the Board. A referral packet for a Probate Conservatorship must be submitted, along with a letter recommending conservatorship, from a referring physician.
Fees Standard hourly rate of $90 per hour or as low as $100 a month. It all depends on the complexity of the case.
