Who we are & What we do
California Senate Bill 940 – effective 1/1/04 – requires each California Superior
Court or county to implement a collections program to better enforce payment of various court-ordered
fines and fees. California Penal Code 1463.007 details the activities under
this collections program.
Effective May 2007, Marin County established the Enhanced Court Collections Division (ECC). ECC is
responsible for collecting court fines and fees deemed “delinquent” by the Marin County Superior
Court.
The ECC cannot change the terms of any court order. We are here to assist the Court by collecting the
amounts due in full. In the event that you cannot pay your entire bill at once, we will work with
you to develop a payment plan.
ECC will partner with the California Franchise Tax Board (FTB) to collect the court ordered fines,
fees and penalty assessments using various methods, including but not limited to: wage withholding,
property liens, and state tax intercept. Delinquent balances may also be reported to one or more credit bureaus. Additionally, there may be a hold or suspension placed on your DMV record.
