Operations
Commands the emergency operations of the Fire Department which includes fire suppression, emergency medical services, communications, hazardous materials incidents, and other emergency response. Assumes command of the department during the absence of the Fire Chief. Assumes command of all fire fighting operations unless relieved by the Fire Chief. Provides direction and supervision of Emergency Medical Services and Communications Divisions. Assists in the preparation of the department budget. Conducts investigations into personnel or budgetary matters and enforces rules and regulations of the department. Oversees the purchasing of new equipment or modifications of existing systems. Oversees the repair and upkeep of buildings, grounds and equipment. Maintains appropriate records and files relating to department personnel transactions. Supervises the maintenance of departmental logs and operational records. Prepares and presents narrative and statistical reports. Initiates and answers correspondence. Assists in the selection of employees. Represents the Fire Chief at meetings and other events. Remains current in related professional knowledge.

Confers with County fire operations management, landowners and others to gather and compile data and provide information regarding Vegetation Management Plan and VMP legislation, policy, program implementation and contract development and administration. Works closely with representatives of air and water quality agencies, the Department of Fish and Game, National Park Service, Department of Forestry, cities and special districts and other private and local, state and federal organizations to ensure that their regulations and procedures are followed. Acts as the Fire Department’s staff specialist regarding VMP legislation and policy. Conducts staff training regarding VMP practices, including controlled burning techniques. Plans, supervises, reviews and evaluates the work of fire personnel assigned to the VMP; oversees the work of contractors providing services for the VMP. Interprets, applies and enforces state and local fire laws and ordinances. Reviews code and ordinance revisions and recommends policy or procedural changes accordingly; drafts proposed law and ordinance changes relative to fire safety and prevention, including vegetation management. Conducts studies, prepares recommendations and reports and appears before various County commissions and local, state and federal agencies on matters concerning fire prevention and vegetation management. Prepares correspondence, procedures and a variety of other written materials. Maintains accurate records and files. Develops, justifies and administers the assigned program budget. Coordinates activities among fire prevention, vegetation management and fire suppression functions that affect area(s) of assignment. May have fire line responsibility during periods of high fire danger or during major incidences; coordinates re-vegetation projects after a major wildfire. Attends a variety of training sessions and staff meetings related to the VMP.

Fire Prevention
Reviews statistics on fire incidents and gathers other relevant data to evaluate and identify potential problem areas; develops, establishes policies and procedures for and implements a comprehensive fire prevention program; drafts proposed law changes relative to fire safety; supervises the fire prevention activities of personnel assigned to the fire prevention bureau; interprets, applies and enforces state and local fire laws and ordinances; conducts investigations relative to the cause and origin of fires; reviews building and site plans regarding fire protective construction, installation of protection and safety devices, water supplies and fire hydrants and works with developers, architects, contractors, water purveyors and building officials to assure code compliance; prepares special reports and appears before various county commissions on matters concerning fire prevention; writes letters and reports; maintains appropriate records and files relating to prevention matters; develops and justifies program budget; reviews code and ordinance revisions and recommends policy or procedural changes accordingly.

Vegetation Management Program
Conducts Level-of-Service reviews; evaluates results of such reviews and implements recommendations with the assistance of departmental staff. Provides training to departmental personnel in assigned specialty. Represents the department and the program in contacts with local government agencies, the state, property owners and developers and the public. Assists in the supervision, review and evaluation of the work of assigned staff and/or contractors assisting with the assigned program or project. Trains departmental staff in work procedures related to program assignment. Recommends policy and procedural changes accordingly. Prepares reports, writes letters and maintains appropriate files relating to the assigned program. Attends meetings, serves on committees, and meets/works with community groups as required. Assists in developing the annual program budget. Maintains accurate records related to the assigned program. May have fire line responsibility during periods of high fire danger or during major incidences. Develops and refines data to be used as a guide for specifying wild land fire protection levels, pre-fire prescriptions, program results and resource allocations. Working with State and local staff, develops data to support pre-fire analyses; develops wild land fire protection levels of service areas, including identifying value-at-risk properties; overlays fire history and fire data on geographic information system (GIS) maps and develops subsidiary high risk/high value maps. Performs field validation of mapping results and assists in developing pre-fire management plans and projects. Assists with vegetation projects after a major wildfire. Participates in fire prevention and pre-fire planning activities in order to eliminate unsafe conditions and to maintain and develop vegetation management and control techniques.

Emergency Medical Services

Plans, coordinates and implements all EMS policies and procedures within the Fire Department’s Emergency Medical Services Program. Assists as needed in performance evaluations of EMTs and Paramedics. Prepares and coordinates yearly EMS training and EMS re-certification. Responsible for the management of various EMS related committees and task forces. Provides emergency medical care to victims of accidents, illnesses and injuries at the scene and in transit to health care facilities. Exercises a high level of skill and considerable independent judgment in providing basic and advanced life support medical services. Interviews and examine patients for signs and symptoms related to cause of illness or injury. Provides basic and/or advanced life support emergency medical services at scenes of emergencies and in transit to health care facilities, such as performing cardiopulmonary resuscitation and defibrillation, administering oxygen, applying tourniquets and controlling bleeding, applying splints, and assisting in childbirth. Coordinates facilities, materials and course participant scheduling for training courses. Prepares and maintains a variety of records related to anticipated needs.

As a member of the department’s or unit’s management team, assists in developing goals, objectives, policies, procedures, work standards and administrative control systems. Coordinates, oversees and performs professional-level administrative support work in such areas as: budget development, financial administration and reporting, revenue allocation, purchasing, contract administration, management analysis, personnel and payroll administration, automation and program evaluation. Directs and participates in the development of the department’s or unit’s annual budget. May assist in the development of alternate funding sources and ensures that County, state, federal and funding agency and County accounting and reporting requirements and applicable laws, regulations and professional accounting practices are met. Prepares and directs the preparation of Board of Supervisors’ letters and journal vouchers to modify appropriations and the budget during the year. Confers with other management staff regarding provision of administrative and support services; provides for such services as facility and equipment maintenance, telephone service, staff travel arrangements and the acquisition of equipment and supplies. Serves as departmental records manager, maintaining storage of records and retention schedules. Coordinates the development and effective use of computer systems for the department, including interface with Information Services and Technology staff. Oversees payroll and personnel processing activities for the department. Conducts a variety of analytical and operational studies regarding departmental activities; evaluates alternatives, makes recommendations and assists with the implementation of procedural, administrative and/or operational changes after approval. Monitors legal, funding agency, technology and procedural changes related to administrative, accounting, fiscal reporting and related functions, evaluates their effect upon departmental or unit activities and recommends and implements policy and procedural modifications as required. Directs the maintenance of and maintains complete and accurate fiscal, personnel, payroll and related records. Serves on a variety of task forces and committees as the department’s or unit’s representative. May direct or supervise the work of a small support staff on a project or day-to-day basis; plans, assigns and reviews work and trains staff in work procedures.

Performs difficult, technical and complex accounting, financial and/or budgetary support work within general policy and procedural guidelines. Creates, maintains and reviews a variety of records and reports related to the collection of secured, unsecured and supplemental taxes; calculates penalties and secures the collection of delinquent taxes. Audits and verifies payroll information, including source data and automated reports; in a centralized setting, produces trial balances for salaries, benefits, deductions and various leave information. Reviews and reconciles varied reports and journals with budget, payroll, tax, revenue or related financial or business data. Prepares and submits complex claims of programmatic expenditures for submission to various funding agencies for reimbursement; audits expenditures and allocates them to cost centers; estimates income, expenditures and reserves. Prepares daily, weekly, quarterly, annual and special reports related to the functional area to which assigned; develops automated methods of compiling data and generating standard reports, using spreadsheet and data base software. Receives and balances receipts from various County departments; allocates and posts revenue daily; prepares deposits and journal entries. Conducts and follows through on a variety of special projects, which may involve financial and accounting research and analysis, summarization of information and preparation of statistical and narrative reports. Provides information to the public, vendors, County staff and others, which requires the use of judgment and the explanation of policies, rules or procedures. Recommends changes to procedures and forms; implements changes after approval. Uses a variety of standard office equipment, including a computer and various financial, spreadsheet and word processing software. May direct the work of other support staff on a project or relief basis.
