REQUEST FOR PROPOSAL:
Partner to Operate and Improve a Farmers’ Market
The County of Marin is seeking proposals to operate and improve a Farmers' Market at the
Marin County Civic Center campus. Below you will find links to all of the pertinent
documents one needs to review in the RFP process. Submittals are due by 5 p.m. on
Thursday, Ocotober 16, 2008.

Responses to specific questions:
If the County does not perform infrastructure improvements, can the project
go ahead without improvements?
Is the County going to build infrastructure improvements?
Has the selection committee been chosen yet? If so, who are they?
In reference to RFP Section 8, p.19, what is the intension of the background check and
who exactly is going to be checked? Please further define the checked entity.
Please define the term “respondent”? Is it an executive director, architect, all
of the above? Please further define.
In RFP Section D, Item 4 Summary Organization Chart, p.22, please further
define “capital financing and operational relationship.”
In RFP D-6, there seems to be a conflict between section (a) which seems to
limit County capital contribution and section (b) where a “final determination of responsibilities and costs” is to be included.
This is confusing. Is there more room for negotiating?
Are there any requirements in response to Davis Bacon Prevailing Wage regulations?
Since this is a partnership with the County, is this a County or public project?
There are different regulations for each in relation to ADA compliance, bidding, licensing/leaseholds, etc.
In light of the FEMA Flood Zone maps exhibited in the RFP,
what special constraints are there in relation to building in a flood zone?
Have you ever seen a flood at the Marin Center?
