PUBLIC REVIEW DRAFT OF LOCAL COASTAL PROGRAM NOW AVAILABLE The Marin County Community Development Agency has prepared a Public Review Draft of proposed Amendments to the certified Local Coastal Program, including possible changes to Land Use Plan policies as well as sections of the Marin County Development Code. The proposed Local Coastal Program Amendment (LCPA) will be officially released in a joint public workshop of the Board of Supervisors and Planning Commission on June 28, 2011 to discuss the proposed amendment process and schedule, and to encourage public participation in shaping a final Plan. A summary of the proposed Local Coastal Program Amendments is contained in the Board Letter and attachments for the June 28 joint meeting.

These presentations are all open to the public, and will provide an overview of the Local Coastal Program and question and answer period with CDA staff:

PRESS RELEASE: PROPOSED LCP AMENDMENT AVAILABLE
Preliminary Draft LUP Policy Document Released January 25, 2011 Draft LUP Policies Now Part of Public Review Draft LCP. On Jan 24, 2011, after 22 workshops that spanned nearly two years, the Marin County Planning Commission gave tentative approval to amendments to the LCP Land Use Plan. policies that have guided development of Marin’s coastal zone for the past 30 years. The Preliminary version of that LUP was released dated January 25, 2011. The original LCP, certified in two geographic segments in 1981 and 1982, helped keep the coastal zone of western Marin open and accessible for recreation, maintained a productive working landscape of ranchlands and farm, preserved the historic character of unique villages, and provided diverse habitats for wildlife to flourish. While many format and editorial changes were necessary to merge the two LUP geographic segments into a single consistent document, what is most remarkable is how well the original LUP has withstood the test of time, and how relatively few significant changes were made in the policies. The amended policies represent the culmination of the first phase of public discussion of coastal planning issues carried out through a series of public workshops before the Marin County Planning Commission from March 2009 through January 2011. During this same period, the Community Development Agency (CDA) held formal and informal meeting with community groups up and down Marin’s coast, as well as with other interested organizations and County agencies. This draft represents the Planning Commission's preliminary approval of Land Use Plan (LUP) policies and programs to provide a foundation for preparing a complete draft LCP amendment for public review and formal hearings. Staff is developing additional explanatory text, maps and implementing measures (primarily amendments to the Marin County Development Code) that together will comprise the Public Review Draft of the LCP Amendments. This Public Review Draft will be the basis for additional consultation with the public, local groups, and interested organizations in the spring and summer of 2011, followed by a series of formal hearings before the Planning Commission, the Board of Supervisors, and the Coastal Commission.
Announcing the Winners of the Coastal Marin Photography Contest Three talented local artists have won a spirited competition focusing on the importance and beauty of the Marin Coast. Scott Johnson, Dianne Arrigoni and Carlos Porrata took top honors out of more than 500 entries in the 2011 Coastal Marin Photography Contest. The contest was organized by the Marin County Community Development Agency (CDA) to call attention to the update of the Local Coastal Program, which is currently underway. Contest judges included Marin County Supervisor Steve Kinsey, along with local professional photographers Ben Nixon and Marty Knapp. Contestants submitted photos representing the following subjects: the scenic coast; ways people use the coast; and coastal wildlife. The Marin County Community Development Agency would like to congratulate our winners and thank everyone who helped make the 2011 Coastal Marin Photography Contest an overwhelming success. This includes all contest participants who submitted their beautiful photos of the coast, our gracious judges who spent significant time carefully selecting the winning entries, and the local vendors who donated generous prizes for the event.
