Staff Recommendations and Funding Reports

Staff Recommendations

One staff report will be issued for each of the six geographic areas, called "planning areas," and one staff report will be issued for countywide housing projects, which include projects in the CDBG Countywide Housing category and projects recommended for HOME Program funds. Staff reports will be added below as they become available. All staff reports are in PDF file format. You can download the free Adobe Reader program to view the reports here.

The County of Marin Consolidated Plan for Fiscal Years 2010-14 (Consolidated Plan) is a planning and budgeting report mandated by the U.S. Department of Housing and Urban Development (HUD) for entitlement communities. The Plan describes the affordable housing and priority non-housing community development needs of extremely low, very low, low, and moderate income persons in the County, and sets forth priorities and strategies for meeting these needs. The County of Marin is required to amend the Consolidated Plan Action Plan annually to reflect the new program year budget for the use of federal Community Development Block Grant (CDBG), HOME, and Housing Opportunities for Persons with AIDS (HOPWA) funds. The County is also required to update the Consolidated Plan with new affordable housing and priority non-housing community needs data as it becomes available, and to address public comments received during the public hearings and the comment period.

The budgets for the use of Fiscal Year 2010-11 CDBG and HOME Program funds are in the Action Plan section of the Consolidated Plan. All activities recommended for funding are consistent with the County's priorities as reported in the Consolidated Plan. The following reports are available to download:

   Annual Amendment to the County of Marin Consolidated Plan for Fiscal Years

In years other than the year we issue the five-year Consolidated Plan, the County of Marin is required to amend the Consolidated Plan Action Plan annually to reflect the new program year budget for the use of federal Community Development Block Grant (CDBG), HOME, and Housing Opportunities for Persons with AIDS (HOPWA) funds.

   Consolidated Annual Performance and Evaluation Report (CAPER)

As a condition of receiving continued federal funding for certain housing, capital, and human service programs, the Marin County Community Development Agency is required to submit a Consolidated Annual Performance and Evaluation Report (CAPER) on the County's progress toward meeting the goals established by the Marin County Consolidated Plan and the one-year goals established in the amendments to the Marin County Consolidated Plan. The Consolidated Plan details the housing needs of extremely low, very low, low, and moderate income persons, and sets forth priorities and strategies for addressing these needs. The CAPER is to be submitted to the U.S. Department of Housing and Urban Development (HUD).
