Solicitor's Permits
This web page explains some of the requirements for obtaining a Solicitor's Permit or a
Certificate of Exemption in Marin County. The page is maintained by the office of the

Solicitor's Permits
The Marin County Code makes it unlawful for any solicitor or canvasser to engage in such business within the unincorporated territory of the county without first obtaining a solicitor’s permit or a certificate of exemption.
“Canvasser” or “solicitor” is defined as any individual traveling by any type of conveyance from place to place, from house to house, or from street to street, taking or attempting to take orders for sale of goods, wares and merchandise, personal property of any nature or for services to be furnished or performed in the future.
A person may qualify for a Certificate of Exemption if any of the following conditions are met:
- Is a resident of Marin County.
- Is employed by a resident of Marin County.
- Is employed by a business that maintains a fixed place of business within Marin County.
- Is working for a non-profit organization and can show proof of its non-profit status.
The fee for a Certificate of Exemption is $1.00.
If a person does not qualify for a Certificate of Exemption, a Solicitor’s Permit is required. In addition, an encroachment permit must be obtained from the Department of Public Works if the soliciting takes place within the right-of-way of any county maintained road. The application for a solicitor’s permit is filed with the County Clerk and applicants must submit to a background investigation by the Sheriff’s Office. Upon completion of the background investigation, a notification card will be sent to the applicant. The total time to apply is approximately 4 to 6 weeks.
