ADMINISTRATIVE REGULATION NO. 14
SUBJECT: BUILDING SECURITY
EFFECTIVE DATE: July 1, 1990
This regulation is issued pursuant to Chapter 2.08
of the Marin County Code and has been approved by the Board of
Supervisors. It pertains to the security of the Marin County Civic
Center Administration Building and Hall of Justice.
All persons and their possessions entering either
building are subject to search, either by metal detector and/or
physical search. Any person refusing to be searched will be refused
entry.
No firearms, loaded or unloaded, concealed or unconcealed,
or other offensive weapons, ammunition or explosives, or volatile
or inflammable substances are permitted in either building, except
in the possession of a law enforcement officer or a person displaying
a valid concealed weapon permit.
All deliveries by common carrier, vendors, contractors,
and mail, other than letters, will be made at the Purchasing Office
loading dock in the Hall of Justice, and are subject to inspection.
The Hall of Justice is closed to the public from
6:00 p.m. until 7:00 a.m., Monday through Friday, and at all times
on Saturday, Sunday and holidays. The Administration Building
is closed to public entry from 6:00 p.m. until 7:00 a.m., Monday
through Friday, except on Tuesday evenings when closing hour is
8:30 p.m. It is closed to the public on Saturday, Sunday and holidays.
No regular exceptions to night or weekend entry are permitted,
except for authorized Sheriffs, Communications, Building Maintenance
and computer room personnel, or where required by law. Under exceptional
circumstances, a department head may grant special permission
for an employee to work in the buildings on weekends or holidays.
The employee must present their County identification card and
department authorization at the Sheriff's entrance (north arch,
Hall of Justice) for entry to the building. Access to the buildings
during closed nighttime hours can be authorized only by advance
written permission of the County Administrator.
The loading dock will be closed from 5:00 p.m. to
8:00 a.m. on work days and at all times on Saturday, Sunday and
holidays.
All persons entering courtrooms are subject to metal
detector and physical search.
An employee terminating County employment is required
to turn in his or her identification card and all other County
property in his or her custody on his or her last working day.
Final salary payment will be withheld pending such return.
No dogs or other animals, except for guide dogs and
service dogs for persons with disabilities, are permitted in either
building.
