| Accounts for and reconciles all County funds and safeguards
assets. Audits and approves all claims processed in the county government
and processes county and retirement payrolls. Prepares federal and state
mandated accounting reports in addition to the annual County financial Statements
and cost allocation plan. |
Administration
Provides general administrative support to the department
and fields inquiries from the general public. Administers the county-wide
financial systems by posting entries to the general ledger and reconciling
to the Treasurer’s Financial systems, overseeing the schedules for month-end
and year-end closes, coordinating the interfacing of the budget to the
financial system, generating checks to vendors, handling cancelled checks,
stop payment and reissue to vendors, production of 1099M Tax forms, and
producing relevant financial reports. |
Audit
The Audit Division staff performs internal audits mandated
by the Internal Audit Charter and existing statutes. Additionally, their
work includes audits of contracts, concessions, franchises, leases, tax
and revenue, grants, investment functions, and special districts. The
Division also responds to public inquiries, provides litigation support,
and assists management. |
Budgets & Special Districts
The Special District/Budget Division is responsible
for the accounting and control of all district funds that are held in
the County Treasury including all Marin County Schools. In addition, the
Division also provides fiscal, budgetary, and various State report functions.
Other responsibilities include the computation and setting of tax rates,
the preparation of the County’s Special District Budget Book and the calculation
and monitoring of the Special District’s appropriation limits. More recently,
the Division became responsible for the processing, preparation and integrity
of the County’s Budget information. |
Property
Tax
The Property Tax Division is responsible for the calculation
of secured, unsecured, unitary and supplemental property tax bills. It
reconciles and distributes property tax collections, special assessments,
subventions and bond revenues to schools, cities, special districts, and
county and redevelopment agencies. It sets up funds and tax rate areas
to accommodate jurisdictional changes and new state mandates; and provides
financial, budgetary and state reports. |
